Dr. Luis Queral, MD
Dr. Luis Queral, our esteemed Medical Director, brings to our institution a wealth of expertise as a vascular surgeon, boasting an impressive career spanning over 35 years. He earned his medical degree with honors from the University of Maryland School of Medicine in 1974.
Dr. Queral's distinguished affiliations include membership in esteemed organizations such as the American College of Surgeons, Peripheral Vascular Surgery Society, and the International Society for Cardiovascular Surgery. Throughout his illustrious career, he has successfully performed over 6000 vascular surgeries and endovascular procedures, solidifying his reputation as a leader in his field.
Dr. Dean Moesch, MD
Lead Board-Certified Diagnostic Radiologist
Dr. Dean Moesch, M.D., is a board-certified diagnostic radiologist with more than 35 years of experience in diagnostic imaging and radiology. He earned his medical degree from the Medical College of Georgia and completed his diagnostic radiology residency at Memorial Health University Medical Center in Savannah, Georgia, where he served as Chief Resident in Diagnostic Radiology.
Throughout his career, Dr. Moesch has held numerous clinical and leadership positions across hospital-based, private practice, and teleradiology settings, including serving as Director of Radiology, Director of Breast and Women’s Imaging, and Associate Director of a Diagnostic Radiology Residency Program. He has also served in academic medicine as an Associate Professor at Mercer University Medical School. With extensive experience in diagnostic radiology and remote interpretation, Dr. Moesch brings decades of clinical expertise and physician leadership to Concierge Diagnostics.
Dr. Amjad A. Safvi, MD
Board-Certified Diagnostic Radiologist
Dr. Amjad A. Safvi, M.D., is a distinguished radiologist who holds board certification and fellowship training from the American Board of Radiology, with a lifetime certification. Dr. Safvi obtained his medical degree in 1994 and completed his diagnostic radiology residency at Northwestern University in Chicago, followed by a fellowship at the University of Iowa Hospitals and Clinics.
With a career spanning over 25 years, Dr. Safvi has garnered extensive experience in both academic and private practice settings. He is an esteemed member of professional organizations such as the Radiological Society of North America, the Society of Interventional Radiology, and the American College of Radiology.
Dr. Angel Sosa, MD
International Radiologist | Diagnostic Imaging Specialist
Dr. Angel Sosa, M.D., is an international radiologist and diagnostic imaging specialist from Mérida, Venezuela. He earned his Doctor of Medicine degree from the University of the Andes and specializes in diagnostic radiology, with experience in X-ray, ultrasound, MRI, and CT imaging.
Dr. Sosa has a background in teleradiology, advanced diagnostic imaging, medical annotation, and the application of artificial intelligence in medical imaging. His academic work includes multiple published medical research papers, and he continues to expand his expertise through advanced training in areas including Doppler ultrasound and artificial intelligence in diagnostic medicine.
Dr. Sosa is fluent in Spanish and English and has basic proficiency in Italian.
Dr. Jason S. Finkelstein, MD
Board-Certified Interventional Cardiologist
Dr. Jason S. Finkelstein, M.D., is a distinguished cardiologist holding board certification from the American Board of Internal Medicine, with specialized certifications in Interventional Cardiology, Cardiovascular Diseases, and Nuclear Cardiology. Graduating from medical school in 1997, Dr. Finkelstein pursued advanced training in various prestigious institutions across the United States.
He completed his Interventional Cardiology Fellowship at St. Vincent’s Hospital in Indianapolis, IN, and received specialized training in CT angiography at the Ochsner Heart & Vascular Institute in New Orleans, LA.
Victoria Cabrera, RDMS
Lead Registered Diagnostic Medical Sonographer
Victoria Cabrera is our Lead Diagnostic Medical Sonographer, bringing several years of experience in diagnostic ultrasound and a strong commitment to delivering high-quality, patient-centered imaging services.
As Lead Sonographer at Concierge Diagnostics, Victoria plays an integral role in maintaining the quality and consistency of our ultrasound services. In addition to performing comprehensive diagnostic examinations, she supports clinical operations, quality assurance, and the high standards of care maintained across our sonography team.
Fluent in both English and Spanish, Victoria is known for her compassionate approach, professionalism, and meticulous attention to detail. She strives to make every patient feel comfortable and well cared for throughout their examination while ensuring each study is performed with precision. Her clinical expertise, reliability, and leadership make her an invaluable part of the Concierge Diagnostics team.
Sandra Montes, RDMS, RVT
Sandra is a highly skilled Registered Diagnostic Medical Sonographer with 20 years of experience and an Associate of Science in Diagnostic Medical Sonography. She holds certifications from the American Registry of Diagnostic Medical Sonographers (ARDMS), including credentials as a Registered Diagnostic Medical Sonographer (RDMS) and Registered Vascular Technologist. (RVT)
Her expertise enables her to perform detailed examinations that help in identifying a variety of health issues, such as liver disease, kidney stones, tumors, gallbladder polyps or stones, pancreatic problems, bile duct disorders, spleen abnormalities, abdominal aortic anomalies, and various cardiac conditions.
Fluent in both English and Spanish, Sandra fosters a welcoming and inclusive atmosphere for all patients. Her compassionate approach and meticulous attention to detail have garnered accolades from patients who describe her as kind, empathetic, and exceptionally attentive to their needs.
Abdulai Kamara, RVT
Abdulai is our senior registered sonographer with over 15 years of experience in his field. Abdulai graduated from Cambridge College of Allied Health in Atlanta, Georgia in 2007. He is registered by the American Registry of Diagnostic Medical Sonographers (ARDMS) earning the credentials of Registered Vascular Technician (RVT) and has been working in the field since.
Abdulai has a wealth of experience in Abdominal, Obstetrics/Gynecology (Ob/Gyn), Transvaginal (TV) Sonography, and Vascular Duplex Scans, and Cardiac Imaging, providing invaluable support to our physicians and patients in evaluating conditions such as stomach pain, bloating, and vascular diseases. Her expertise allows her to conduct comprehensive examinations to detect various ailments, including liver disease, kidney stones, tumors, gallbladder polyps or stones, pancreas issues, bile duct disorders, spleen abnormalities, abdominal aortic conditions, and numerous other health concerns.
Ulises Da Fonseca, Medical Receptionist
Ulises Da Fonseca is our bilingual Medical Receptionist, known for his professionalism, warmth, and exceptional organizational skills.
Fluent in both English and Spanish, Ulises is often the first point of contact for patients and referring providers, delivering the concierge-level experience Concierge Diagnostics is known for. He creates a welcoming, efficient, and seamless experience from the very first interaction.
Ulises oversees the clinical office schedule, coordinates patient appointments, handles inquiries, and ensures front-office operations run smoothly and with precision. His ability to balance empathy with efficiency makes him a trusted resource for patients and an essential support to our clinical and operational teams.
His reliability, attention to detail, and solutions-oriented approach make him an invaluable part of Concierge Diagnostics.
Belen Seoane, Operations Manager
Belen is our Operations Manager, overseeing the day-to-day coordination and execution of clinical and administrative operations at Concierge Diagnostics.
Bilingual in English and Spanish and originally from Argentina, Belen brings a strong foundation in patient services along with a deep understanding of clinical workflows, scheduling logistics, and operational efficiency. Having grown within the organization, she plays a critical role in ensuring that teams, providers, and patients experience a seamless and well-orchestrated process from start to finish.
In her role as Operations Manager, Belen oversees scheduling operations, internal workflows, team coordination, and quality control—ensuring that services are delivered efficiently, consistently, and in alignment with Concierge Diagnostics’ high standards.
Her ability to lead with clarity, empathy, and precision makes her an essential pillar of our operations and a trusted liaison between our clinical, administrative, and leadership teams.
Stephanie Sajnin, Sales Development Representative

Stephanie Sajnin serves as our Sales Development Representative, supporting the continued growth of Concierge Diagnostics by building meaningful relationships with healthcare providers and contributing to the development of new partnerships.
As a key member of our business development team, Stephanie connects with physicians, medical practices, and healthcare organizations, helping introduce them to Concierge Diagnostics and the services we provide. With exceptional communication skills and a personable approach, she creates a professional and welcoming experience for those connecting with our company.

Masiely Abreu Radu, Founder & CEO
Masiely “Massi” Abreu Radu is the Founder and Chief Executive Officer of Concierge Diagnostics, a diagnostic imaging company she founded in 2014 with a vision to provide high-quality diagnostic care through exceptional service, innovation, and strong physician partnerships.
With more than a decade of clinical and executive leadership experience, Massi brings a background in diagnostic imaging, healthcare operations, business development, and physician relations. Her hands-on approach has guided the growth of Concierge Diagnostics from its beginnings in mobile diagnostic imaging to an expanding organization providing both mobile imaging and teleradiology services to healthcare providers.
Massi remains actively involved in the strategic direction of Concierge Diagnostics, including the development of new partnerships, expansion of services, and overall growth of the organization. Her clinical background continues to influence the company’s emphasis on quality, responsiveness, and a personalized approach to both patients and physician partners.
Born in Havana, Cuba, Massi immigrated to the United States with her family during childhood. Fluent in English, Spanish, and Portuguese, she brings a multicultural perspective to her leadership and the diverse communities Concierge Diagnostics serves.
